(March 2022) This training will provide an overview of the permanency process with DHS after submission of an adoption or kinship placement agreement, an eligibility determination, and a benefit agreement. We will review the Northstar permanency process, including differences between Northstar Adoption & Kinship Assistance, with tips and tricks to use in order to help achieve timely permanency for children in out-of-home placement.
Case managers, local agency workers, and supervisors who work with children in out-of-home placement are encouraged to attend this training. This is a general overview of the Northstar Adoption and Northstar Kinship Assistance programs.
Elisha Wolfman graduated from St. Cloud State University in 2010 with a bachelor’s of science – social work. Elisha holds her LSW license and currently works for the Department of Human Services (DHS). Within DHS, Elisha started in Family Systems Licensing as a program consultant for foster care, community residential settings, and child placing agencies. In March of 2018, Elisha joined Child Safety & Permanency as a permanency quality assurance consultant for Northstar Adoption & Kinship Assistance. Prior to DHS, Elisha worked for different county systems primarily practicing in child welfare and child protection including adult & relative child foster care licensing, on-going child protection case management, and relative search.
Catrina Ankarlo graduated from Mesa State College in 2005 with a bachelor’s degree in Sociology and Administration of Justice. She completed a Master’s in Public Administration from Minnesota State University, Mankato in 2017 and is currently completing a Doctorate of Human Service in Leadership and Organizational Management. Catrina currently works for the Department of Human Services as a Northstar Permanency Quality Assurance Consultant. Prior to coming to DHS, Catrina worked for Benton County Human Services working in Child Protection and Adoption services at the local level.
Vanessa Ryan graduated from the University of Minnesota-Duluth in Sociology and Psychology in 2011. She graduated from the College of St. Scholastica in 2015 with her Master’s of Social Work. Vanessa joined the Department of Human Services in 2019 as a Northstar Permanency Quality Assurance Consultant. Prior to joining DHS, Vanessa worked as an adoption social worker and pregnancy counselor.
