(February 2023) Interstate Compact on Placement of Children (ICPC)… What, When, How?
In this workshop for parents and professionals, the MN Department of Human Service (DHS) will provide details about what is the ICPC, when does the ICPC apply, what is the process of the ICPC. Through a basic search, we can find out that the ICPC is the mechanism we have to ensure protection and services to children who are placed across state lines for foster care, adoption, parental, relative and residential placements. The Compact is a uniform law that has been enacted by all 50 states, the District of Columbia, and the U.S. Virgin Islands. It establishes orderly procedures for the interstate placement of children and fixes responsibility for those involved in placing the child. You will have the opportunity to learn more than just the basics from DHS and have time for Q&A.
Ashley Holmes has been working as the Deputy Compact Administrator of the ICPC (Interstate Compact on Placement of Children) and ICAMA (Interstate Compact on Adoption Medical Assistance) for the past 6 ½ years with the State of Minnesota. Prior to coming to the State of Minnesota she worked for 8-years as a child protection social worker and foster care licensing coordinator in the State of Wisconsin. Ashley earned a Bachelor of Science Degree from the University of Wisconsin – La Crosse in 2006. Shortly thereafter she completed additional course work at Western Wisconsin Technical College in La Crosse to become a licensed social worker. Ashley found her passion for work in the child protection field during her college years where she was employed as a parent/child visitation supervised visitation monitor and at a youth residential treatment facility.
