Helping Minnesota Children and Families Thrive:
Expanded Processes to Meet Children’s Needs in Residential Care
(April 2022) What can we do to keep children with their families and communities? When residential placement is necessary, how can the placement enhance the child’s connection to family relationships, culture, and community? How can the child and family thrive while the child is in placement? The Family First Prevention Services Act includes three new processes: family and permanency teams, qualified individuals, and qualified residential treatment programs. Together they create a structure and framework for children and families to increase their reliance upon and connection to family, culture, and community during and after residential placement. Come ready to learn and ask questions about these new processes.
Jessica Brogger, MSW, MPA is a Child Foster Care Policy Specialist in the Family Support and Placement Services unit at the Minnesota Department of Human Services. She has 17 years experience in child welfare, including working in Ecuador, Colorado and Minnesota. She is passionate about the connection between policy and direct practice.
Paul Minehart, JD, is a Human Services Program Representative in the Adolescent Services Unit, Family Support and Placement Services, Child Safety and Permanency Division, Department of Human Services. He currently coordinates the Education and Training Voucher (ETV) Program. He has 30 years of experience in child welfare working with tribal, county, and non-profit social service agencies. Previously Paul represented parents in Indian Child Welfare proceedings, the Leech Lake Band of Ojibwe in Indian Child Welfare Act proceedings and helped develop and implement Indian child welfare quality improvement processes specific to state child welfare agencies both in Minnesota and nationally.
Tendai Woitock, is a Human Services Program Representative in the Family Support and Placement Services, Child Safety and Permanency Division, Department of Human Services. She currently provides technical assistance to county and initiative tribes on child foster care policy. She has 16 years of experience working in the human service field, including in non-profit social service agencies with children/youth and adults with substance use and mental health disorders.
